Following some controversial events over the past few weeks, SMGHL President and team reps met and reached consensus for language surrounding rules dealing with fighting, game misconducts, playoff eligibility and other situations. SMGHL - REVISION OF CERTAIN REGULATIONS & PENALTIES

CONTEXT

The Saturday Morning Gentlemen’s Hockey League (SMGHL) President and Team Leaders met on October 27, 2011 to review certain regulations and penalties that were precipitated by a serious fight that occurred in a game in the previous weekend.  Five-minute game suspensions were given to each player, which is the existing rule to now be modified.

REVISIONS

The following twelve (12) revised regulations and penalties will be in effect for all games on Saturday, November 12, 2011, and shall apply for the balance of the 2011-12 season and subsequent seasons thereafter, notwithstanding further changes upon review by the League President and Team Leaders.

1.  MAJOR FIGHTING [1 Calendar Year Suspension]

This is a "zero-tolerance" policy whereby fighting now attracts one (1) calendar year suspension.  The player must then apply to the League President in writing to be re-instated. For Example, if a player is in a fight on Jan 21, 2012 and receives a major fighting penalty, that player will not be eligible to play again in the league until Jan 21, 2013 or after.

2.  GAME MISCONDUCT [Extra Game if in Last 10 Minutes]

Any player who receives a GAME Misconduct (GM) penalty in the last 10 minutes of a game, will also receive an automatic, extra 1-game suspension for the next game.

3.  5-MINUTE MAJOR [Extra Game if in Last 10 Minutes]

Any player who receives a 5-Minute Major in the last 10 minutes of a game, will also receive an extra 1-game suspension for the next game.

4.  GROSS MISCONDUCT [GM+3]

Any player who receives a GROSS Misconduct (GRM) will also receive an automatic GM and an additional 3-game suspension. In addition, the incident shall be reported to the League President with commentary by the attending referee/s. The President shall then consult with team leaders of two (2) non-participating teams. The objective of this action is to determine the severity of the incident with the potential for further penalties to be imposed over-and-above the 3-game minimum suspension.


 

5.  INTENT TO INJURE [1st Offence: 5 Games or 1 YR / 2nd Offence: 1 Yr or Indefinite Suspension]

Any Intent-to-Injure (I2I) penalty also comes with an automatic, and minimal, 5-game suspension upon first (1st) offence. Upon second (2nd) offence (i.e., cumulative from previous seasons’ 1st-time incident), a suspension for one (1) calendar year shall be imposed with a requirement to apply, in writing, for reinstatement, to the President. Depending on the severity of the incident, and upon consultation with the attending referee and team leaders of two (2) non-participating teams, the President retains the following discretions: a) in case of a 1st infraction, proceed to a 2nd offence penalty (i.e., calendar year suspension); and b) for a 2nd cumulative offence (includes 1st offence from any prior season), indefinite suspension from league play.

6.  3RD MINOR IN SAME GAME [Immediate Game Ejection]

Upon obtaining a 3rd minor penalty in the same game, the player shall be immediately ejected for the balance of that game, and a teammate shall, in lieu, serve the third penalty.

7.  10 MINORS/MAJORS IN SAME SEASON [Next Game Suspension]

An accumulation of 10 minor/major penalties in the same season, the player gets a 1-game suspension for the next game.

8.  15 MINORS/MAJORS IN SAME SEASON [3 Game Suspension]

An accumulation of 15 minor/major penalties in the same season, the player gets a 3-game suspension.

9.  PLAYER VS GAME-SHEET RECONCILIATION [Review Game sheet / 5-Min Team Penalty in 2nd Period]

Going forward, each team is responsible for going to the timekeeper's box and checking the game sheet of the other team while goalies are changing ends between the 1st and 2nd periods. Game sheets can be updated at any point during the 1st period. The intent of this review is to reconcile the number of players playing that game with the names on the sheet. If an error is noted, the team in error is given a 5-minute major penalty to start the 2nd period.

For example, if Team A registers "Rae" on the game sheet for an 8:30am game, expecting Rae is simply "late" then Team A must remember to scratch his name from the game sheet during the 1st period.  If Rae is still on the game sheet when it's time for the review (before start of the 2nd period), then a 5-minute penalty shall be imposed on Team A to start the 2nd period.

Regarding the 7 game requirements for playoff eligibility, players’ names that are established as "team regulars from previous seasons" can be brought forward to the League President for special consideration in the event of extended injury or if employment requires you to relocate outside HRM for an extended period.


 

10.  PLAY-OFF QUALIFICATION - PLAYERS [7 games in 2011-12]

Players qualifying for playoffs: the game threshold has been set at 7 games needed to play-out an 18-game regular season (e.g., 2011-12 season).

11.  PLAY-OFF QUALIFICATION - SEEDING GAME [1st vs 8th / 2nd vs 7th]

The 2011/12 season play-off format will include the requirement for teams to play a seeding game prior to the first scheduled play-off game. For example, regular season ranking will pit the 1st Place Team versus the 8th Place Team, the 2nd Place Team versus the 7th Place Team, and so-on.

12.  MINIMUM AGE [40]

The minimum age requirement for the 2011/12 season is officially 40, as at Nov.01, 2011. Existing regular players who do not meet this requirement are "grandfathered" as eligible to continue play, pending burden of proof, at the discretion of the League President.

ALL OTHER REGULATIONS AND PENALTIES REMAIN UNCHANGED.
